Land Use Law

Primary Focus & Experience


Katie counsels clients on all aspects of land use law, including zoning compliance, master plans, shoreline issues, critical areas, impact fees, vesting strategies, design review, Development Agreements, code amendments, and rezones. She also litigates zoning and permit related appeals before Hearing Examiners, City Council, boards, and state courts.

Prior to joining the firm, Katie served as a Senior Counsel in the Environmental Law Division with the New York City Law Department, and prior to that as a General Counsel in a mayoral office under Mayor Michael Bloomberg. In those roles, Katie was involved in permitting and defending significant redevelopment projects in the City and managed several City of New York agencies in a comprehensively updating the City’s environmental review guidance. These experiences allow her to understand the point of view of cities when negotiating with them during the permitting process, leading to positive outcomes for clients. She also served as a law clerk to a U.S. District Court judge in Vermont.

  • Major Phased Development in Seattle permitting up to 1.9 million square feet of new corporate office headquarters constructed in phases over the course of 15 years
  • Major Phased Development in Seattle for new phased mixed-use neighborhood in north Seattle
  • Redmond Overlake Master Plan permitting approximately 2M s.f. of new development
  • Numerous large student housing projects in the University District, including obtaining a street vacation
  • Permitting/DNR lease issues for Downtown Seattle Waterfront Pier
  • Permitting and navigating Seattle’s shoreline regulations for multiple projects
  • Broad Land Use Petition Act (“LUPA”), SEPA, and Shoreline Management Act litigation experience in Redmond, Seattle, and other jurisdictions
